your area of responsibility

  • Oversee and coordinate construction projects in Kigali, Rwanda, ensuring they meet scope, schedule, and cost goals.

  • Collaborate with the OBO Project Director and Construction Executive to lead the project team.

  • Implement and monitor safety plans, ensuring compliance with USACE and host country regulations.

  • Manage planning, coordination, and scheduling of project contractors to meet quality, cost, and compliance goals.

  • Interpret and explain plans and contract documents to project staff, ensuring only the Contracting Officer directs scope changes.

  • Verify that contractors obtain necessary licenses and permits, ensuring quality control inspections.

  • Conduct quality assurance inspections and supervise field/laboratory tests.

  • Resolve construction issues through collaboration with supervisory personnel, clients, and contractors.

  • Review and manage contractor submittals, change orders, and design calculations.

  • Maintain comprehensive project documentation, including logs and progress reports.

  • Assist with local recruitment and contract administration, including negotiations and claims interpretation.

  • Prepare and present project status reports; participate in project meetings and conferences.

your profile

  • Bachelor’s degree in Construction Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or Architecture from an accredited U.S. university, or a • • Professional Engineering License (PE) in lieu of a degree.

  • Must be a U.S. National and possess or be able to obtain Final Secret, Interim Top Secret, or Final Top Secret security clearance upon application.

  • Minimum of seven years of experience on construction projects of similar scope and value.

  • Knowledge of International Codes and Construction Safety regulations (e.g., EM 385-1-1, OSHA).

  • Proficient in Microsoft Suite (Word, Excel, PowerPoint) and Adobe Acrobat Professional.

  • Preferred experience with site lighting, solar photovoltaic projects, and civil construction.

  • Experience in site lighting replacement with LED fixtures.

  • Experience in installing solar photovoltaic canopies and improving existing roof-mounted solar systems.

  • Strong knowledge of International Codes and construction safety regulations (EM 385-1-1, OSHA).

  • Familiarity with design and construction drawings and the ability to interpret them accurately.
