your area of responsibility

  • Manage a team composed of Business Analyst(s), ICT Architects, DevOps specialist(s) and Software developer(s) and any additional profiles related to Enterprise System Development and Software architecture;

  • Ensure the continued implementation of the System, Security and Software Architecture for all corporate unclassified and classified networks (EU-Restricted and EU-Secret) following the ICT Enterprise Architecture (i.e. TOGAF);

  • Provide expertise in Microsoft server technologies, M365 (Power Apps), Azure and related cloud services, Kubernetes, Docker, Red Hat Linux server technologies, AI platforms (preferably on premise), mainstream SW development languages (.Net or similar full stack framework), etc.;

  • Serve as an entry point for ideas raised by the departments and individuals related to new functionality of Agency communication information systems and facilities, process automation and innovation and ensure close alignment with the Enterprise Architecture;

  • Provide consolidated proposals to the ITF Management and ICT Steering Committee (SC) stemming from the daily interaction with users as well as automation opportunities with the highest financial or resource savings;

  • Contribute to the ICT Steering Committee preparation and follow-up;

  • Ensure the preparation of ICT projects either for internal execution or for outsourcing using sound project management methodology (i.e. PM2, PMP or PRINCE2);

  • Manage relevant procurements and outsourcing contracts, including maintenance of appropriate framework contracts used by ITF and other departments;

  • Coordinate the implementation of software development and software architecture, including maintenance of a DevOps repository of code and documentation for assigned projects;

  • Liaise with other departments, notably in the area of Administration and Operations, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

1. Experience in ICT capability development including business analysis, requirements gathering and interaction with business stakeholders to translate their needs into ICT technical requirements;


2. Experience in relevant ICT technologies such as M365 (Power Apps), Azure and related cloud services, Kubernetes, Docker, and Red Hat Linux, including appropriate certifications;


3. Experience in full software development lifecycle ensuring alignment with architecture standards and business requirements;


4. Experience in functional and technical design and implementation of ICT architecture frameworks to support scalable, secure and interoperable systems;


5. Experience in financial, procurement, contract and in particular project management;


6. Excellent command of both written and spoken English;
